City Council. --A special meeting of the Council was held on Saturday evening at 4 o'clock. Present, Messrs. Saunders, (President,) Grattan, Burr, Crutchfield, Scott, Epps, Hill, Stockes, and Wynne. The subject of the free school in Jefferson Ward was taken up, and Dr. John Dove, by leave of the Council, made a statement in reference thereto, from which it appeared that there was a difference between himself and the School Commissioners, touching the occupancy of the basement room of the Seamen's Bethel. Finally, after much discussion the following resolution was offered by Mr. Burr, and adopted by the Council: Refolved, That the Commissioners of Schools for Jefferson Ward inquire and report to the Council whether any deed of trust or other lien, satisfactory to the City Attorney, has been given to secure the payment of $3,000 advanced to the directors or managers of the Seamen's Bethel, and whether any agreement in writing has been entered into ceding to the city the

City Council. --The regular monthly meeting of this body was held at the City Hall, at 4 o'clock yesterday evening. Present — D. J. Saunders, (President), and a quorum. Publishing the Council proceedings. The select committee to whom was referred the resolution of the Council instructing them to inquire into the expediency of publishing officially the proceedings of the Council, reported that it is inexpedient to publish officially the proceedings of the Council. Mr. Scott, on behalf of a minority of the above committee, asked leave to report an ordinance to publish such official proceedings as a substitute for the majority report. Acting of the City Council. --A called meeting of the City Council was held at the City Hall, at 4 o'clock, yesterday evening.--Present — D. J. Saunders and eight members. The chairman stated that the meeting had been called at the request of the chairman of the Finance Committee. Mr. Grattan then submitted a resolution to supply an omission from the resolution passed at the last meeting of the Council, relative to the assessment of property, so as to prescribe that the penalty for failing to furnish the Assessor with a list of taxable property shall be ten dollars. Mr. Stokes presented a petition signed by sundry citizens, asking that the pay of the Night Watch be increased. It was referred to the Committee on Police. On motion of Mr. Grattan, the ordinances in relation to the Markets, and for weighing long forage, etc., was ordered to be referred to a committee of three, with authority to report thereon by ordinance or otherwise.--Committee--Messrs. City Council. --All the members elected last Wednesday appeared at the City Hall Saturday, and were sworn in by Alderman Sanxay. D. J. Saunders was elected President, A. W. Morton, Chamberlain, and M. L. Stratten, Auditor. A resolution was adopted instructing the Finance Committee to report to the Council, a plan for the issue of the $500,000 in small notes authorized by act of the Legislature. The act of the Legislature requiring that the city shall advertise for the redemption of such notes as it may already have issued, (in order to avoid the penalty of such issue contrary to law.,) Mr. Grattan submitted a notice for that purpose, which was adopted. The Council will meet at 5 o'clock this evening.

Hinkins, Crutchfield, and Denoon. Mr. Grattan, from the Committee on Finance, offered the following resolution. Resolved, That under the authority of the act of the General Assembly, entitled "An act to provide currency of notes of less denomination than one dollar," passed March 23th, 1862 the Council wil offer to compensate him, he would consider it an insult. In times like these we should have office hours. Mr. Grattan said that he was opposed, for economical considerations, to the employment of volunteers to sign the small notes. Mr. Saunders said that he had rendered as much service for this city during the last 14 years as any other man in it, and had never received a cent of compensation, until the Council voted him a sum for signing the small notes, etc., which had occupied him
City Council. --The Council held a called session yesterday evening, at 4 o'clock, for the purpose of considering the Tax bill. There were present--Messrs. D. J. Saunders, Thos. H. Wynne, Nath. B. Hill, Larkin W. Glazebrook, Fendall Griffin, Peachy R. Grattan, David J. Burr, Wm. Helt Richardson, Richard O. Haskins, and James A. Scott. The ordinance "Imposing taxes for the support of the City Government" was read by section, discussed, amended, and passed. The 1st section makes the tax on all real estate not exempt from taxation $1 on every $100 value thereof; the 2d section imposes the same tax on all personal property, except slaves. The poll tax is fixed at $3. Merchants, shop-keepers and traders are divided into twenty-four classes and taxed from $3,000 to $5, according to class. Manufacturers are divided into fifteen classes, and taxed from $3,000 to $10, according to class. Keepers of ordinaries and houses of private entertainment are divided into ten classes, and

On motion of Mr. Hill, the following preamble and resolution was adopted: Whereas, The Secretary of War, through his Provost Marshal, having requested the city to remove the tobacco in Seabrook's Warehouse to a place more suitable for its destruction: Therefore, Resolved, That the engineer of the city be directed to make arrangements for the removal of said tobacco, under the control of a committee appointed for that purpose. Some discussion occurred upon an amendment offered by Mr. Scott to Mr. Mill's resolution, authorizing assistance to be rendered in the removal of tobacco from all of the principal warehouses. The propriety of this being deemed objectionable, because it was thought that the force obtained would be too limited to effect the removal speedily, the amendment was rejected. The body had been convened at the request of the General Superintendent of the Virginia Central railroad, who represented by a communication addressed to the Council, that several of the best engines of the company and a large number of its cars had been caught in the city, and could not be used, by reason of the presence of the enemy on the road, a short distance from this city Mr. Whitcomb asked the permission of the Council to lay down a temporary track from the Virginia Central road to the depot of the Richmond and Fredericksburg road, on Broad street, promising that it should be made as temporary as possible, and offer no serious objections to the crossings.
