There had been heavy skirmishing between the enemy and Weitzel's artillery and cavalry. In the New Orleans Times, of the 8th, is an address from Col. C. W. Killburn, Provost-Marshal of New Orleans, calling upon the citizens to volunteer for the defence of the city, and declaring that the conscription act is to be positively enforced. Gen. Shepley has announced a rigorous collection of the taxes, and forfeiture of the property of delinquents. Quite a fleet of French, English, and Spanish war vessels enlivened the harbor of New Orleans. Miscellaneous. Strenuous efforts are being made to induce Lincoln to exempt the Eastern shore counties of Virginia from the operations of the Emancipation Proclamation. Gov. Pierpont in his message to the Legislature next December, will suggest that Congress be memorialized on the subject.
