n of the Secessionists; and the result of their labors, when placed in the hands of the Secretary of the Navy, was of great service in enabling the Department promptly to take proper measures for the recapture of the ports along the Southern coast. From the beginning the Secessionists had appreciated the necessity of securing possession of the Sounds of North Carolina and defending their approaches against our gunboats.
