Hicks, of Maryland, in accordance with the recommendation of the President of the United States, has issued a proclamation respectfully and earnestly inviting the people of Maryland to observe Friday, the 4th of January, 1861, as "a day of humiliation, of fasting and the offering up of sincere individual and united prayer to Almighty God, beseeching His aid and guidance in this hour of our country's peril."
