Naval. --The Portsmouth (Va.) Transcript, of yesterday, has the following: A Board of Officers recently convened at this yard for the purpose of surveying and examining all the old vessels-of war now lying at this station, in view of converting them into steamers, and putting them in a seaworthy condition. The following are a list of the vessels to be converted into steamers:--Line-of-battle ships New York and Columbus; frigates Raritan, Columbia and the old frigate United States. The old line-of-battle ship Delaware--not being fit for repairs — will be converted into a coal ship. It is not generally known, as yet, what will be done with the old receiving ship Pennsylvania. The work on these vessels will commence as soon as the election excitement is over.
