Mr. Ochiltree, of Texas, introduced a bill to be en titled, "An Act to establish a port of entry at Sabine Pass, in the State of Texas, and to provide for the appointment of a collector of the same." The bill was only read by its title, and referred to the Committee on Commerce. Mr. Hemphill, of Texas, said that since the adjournment of Congress in March last, he had received a communication from the President of the Convention of the people of the State of Texas enclosing resolutions expressive of their gratification at the election of Hons. Jefferson Davis and A. H. Stephens, to the offices of President and Vice-President of the Confederate States. Great earthquake in South American. New York May 3 --The steamer Northern Light, from Aspinwall on the 25th, with 360 passengers and $868,000 in treasure, arrived here this afternoon. She brings Valparaiso dates to the 3d ult. The city of Mendoza had been destroyed by a fearful earthquake, and some eight thousand people killed, on the 20th of March. San Juan was also reported to have been destroyed, the bed of the river having been turned on it by the same earthquake.
