Congress. --Congress was in secret session yesterday as usual. The only portion of the proceedings made public is a series of resolutions affirming the judicial right of the privateering system. They are substantially the same as those heretofore published in a similar connexion. A number of appointments of officers in the Navy were confirmed according to their old rank in the Federal service. Robert Tyler, of this State, was appointed Register of the Treasury.
