Culpable neglect. --It was stated on the best authority yesterday evening that the Government had, up to that time, sent no conveyance to Varina to bring to Richmond the larger part of the 70 disabled soldiers who were last landed there by the Yankee steamboat a few days since. The custom has been to send down canal boats in tow of the steamboat Sea Bird. The neglect to provide for these helpless men, only a few of whom have been able to make their way to the city in private conveyances, has been caused, it is said, by the absence of the Government canal boats at Lynchburg. When we remember the snow storm of yesterday and biting cold of the atmosphere, we are at no loss to imagine the sufferings of the poor fellows alluded to.
Flag of Trues Delayed. --The Yankee prisoners did not start for Varina yesterday as contemplated, on account of the inclemency of the weather.--They will be sent off to-day if the weather should prove favorable to the undertaking.
