Promoted. It is announced that Major Gen. Richard Taylor, who has for the last eighteen months conducted operations in the trans-Mississippi department with signal ability and success, has had conferred upon him the rank and title of Lieutenant General. We understand that this distinction was conferred at the instance of the General commanding that department, as an acknowledgment of his recent brilliant and triumphant campaign against Banks. Gen. Taylor has fairly won his promotion, and the new rank could not have been more worthily bestowed.
