The War news.
It was reported on yesterday, upon what seemed the best authority, that Grant was massing his troops on the north side of James river.
There is nothing more likely than that the present rare spell of fine weather may afford him the opportunity it is supposed he has been seeking, to make another burst for the Capital of the Southern Confederacy; in which case, the north side of the river will, most probably, be the theatre of his heaviest operations.
But as yet, there has been nothing observable on this side of the river to indicate such a movement except the report above mentioned.
Yankee monitors Attack battery Hewlett on Tuesday and are Repulsed.
On Tuesday morning, the batteries of the enemy on General Parke's line, in front of Bermuda Hundred, opened on our battery at the Howlett House, which is General Pickett's left.

The Senate met at 12 o'clock M. Prayer by the Rev. M. D. Hoge, of the Presbyterian church.
Mr. Orr, from the Committee on Foreign Relations, submitted a report of the facts relative to the seizure of the Florida, together with the following series of resolutions, both of which were ordered to be printed:
"Resolved. That the seizure of the Confederate war Florida by the United States steam slooped Wachusett, in the illegal seizure and of the Florida, together with the opinions of the Government on the outrage; and that said commissioners be instructed to bring the same to the attention of the Governments of Europe in which they respectively reside."
Mr. Orr, from the same committee, reported a joint resolution authorizing the President to appoint, by and with the consent and advice of the Senate, a commissioner to the Government of His Majesty, the Emperor of Brazil.

That the seizure of the Confederate war Florida by the United States steam slooped Wachusett, in the bay of Bahia, on the 7th of October last, was a flagrant outrage upon the territories sovereignty of Brazil, violative of the rights of the Government in neutral waters, in disregard of the of nations, and therefore a wrong done maritime power.
"Resolved, That it was the duty of Brazil, under law of nations to protect the property of the Confederate States whilst within its territory the hostile acts of every power; and having to give such protection, that that Government is bound to
