So the law which destroys confidence in
the rewards takes away the one thing that gives a higher value to rewards which
you bestow. And indeed, if from any one of all known forms of government you
take away the right of loyal supporters of the constitution to receive favors,
you will find that you have deprived those governments of no unimportant
safeguard.
