Xerxes tried to refuse her, for no reason except that he feared that Amestris might have clear proof of his doing what she already guessed. He accordingly offered her cities instead and gold in abundance and an army for none but herself to command. Armies are the most suitable of gifts in Persia. But as he could not move her, he gave her the mantle; and she, rejoicing greatly in the gift, went flaunting her finery.
