--It has been suggested that the South will save itself considerable trouble in future, by laying a tax on all immigrants from Yankee land. It might produce considerable revenue for the support of government, and would tend to drive off all who did not have business. Those that paid to come might be watched till they gave proofs of being well-intending citizens. The people of Panam make all of the California passengers pay a head-tax on going through that dismal little ‘"seagirt"’ city.
