The Whereabouts of I. V. Fowler.

--One of the San Francisco papers publishes a letter; dated Mazatlan. September 6, which says:‘"Isaac V. Fowler, the late deluded and misguided Postmaster of the city of New York, whose sudden departure from that city created so much talk, is now the humble, attentive, and efficient administrator of Barron, Fortes & Col.'s cotton mill at Tepec, at a salary of $2,500 per annum. What a fall was there."’
