High water.

--Recent heavy rains have conspired in a very perceptible degree to raise the volume of water in the bed of James river. Shockoe creek yesterday was swollen to very respectable dimensions, and the hydrant water gave evidence of being largely impregnated with mountain mud. It has been suggested, and with great show of reason, that if the people of this city want cool, clear water during the present summer, they had better set about digging wells, that being the only feasible mode of procuring it.
