No substitutes to be obtained from New Jersey.

--Gov. Olden has determined that no substitutes for drafted men in New York or other States shall be purchased or obtained in New Jersey. It is stated that the Mayors of the different cities in the State have been in conference with the Governor, and that the most rigid and summary measures will be taken by the police to detect and arrest any person engaged in the work of procuring substitutes.
