Substitute agency.

Charles Felberg and
Thomas Doian, two well known citizens were before the
Mayor yesterday to answer the charge of engaging in the substitute agency business, and furnishing
Levi Hirshman with a forged certificate that a substitute had been furnished, receiving therefore $2,000. As we understood the evidence,
John Smith desired to procure a substitute for
Levi Hirshman and mentioning the fact to Felberg he undertook to procure the needed man. Some days after Felberg furnished smith with the necessary papers, and received the $2,000 pay.
Smith soon after found that the papers were without date, and Doian undertook to have the date appended.
About this time the papers were found to be forced, when Felberg gave up the $2,000 to
Lt. State, which have since been needed over to the
Mayor.
Felberg, it seems engaged a third party to get the substitute and fix the papers, and trail party did the forging, and has since made tracks.
Both Felberg and Doln proved good characters; but the
Mayor felt it to be his duty to send them on to the Hustings Court, and admitted them to hail.
