Helping the poor.

--If the present high prices of the necessaries of life continue the poor of the city will require liberal aid at the hands of the Council, who must care for them, and no doubt will do so at any cost. Already liberal appropriations have been made from the public fund for this purpose, but the Council will yet have to appropriate $100,000 to enable that class to get through the winter months. As many of these needy creatures are profligate of what they have, it would be wise policy in the Council to appoint again to buy up the necessaries of life and distribute them instead of money.
