Confederate Congress.
The Senate met at 12 o'clock M. Prayer by
the Rev. Mr. Duncan, of the Methodist Church.
Mr. Wigfall, of
Texas, introduced a bill to allow officers of the army, of and below the rank of
Colonel, two rations a day; above the rank of
Colonel, three rations a day — the money value of said rations to be paid the officers when they shall elect, or when not convenient to the
Government to furnish them in kind.
Referred.
Mr. Wigfall also introduced a bill to repeal the "act to provide a staff and clerical force for any General who may be assigned by the
President to duty at the seat of Government. " Referred.
Mr. Burnett, of
Ky., reported back with an amendment the bill to provide transit across the
Mississippi river for members of Congress coming to Congress or returning to their homes.
The bill as amended was passed.
On motion of
Mr. Maxwell, of
Fla., the unfinished business--
Mr. Wigfall's resolutions — were laid on the table.
The joint resolution relative to adjournment, reported with an amendment by the Judiciary Committee, was, on motion of
Mr. Orr of
S. C., transferred to the secret calendar; and,
On motion of
Mr. Orr, the Senate resolved into secret legislative session.
House of Representatives.--The
House met at 12 o'clock M. Prayer by
Rev. Dr. Duncan.
A communication was received from the
Secretary of Treasury, in answer to certain resolutions of the
House of the 3d inst. Referred to a special committee.
Mr. Chilton, of
Ala., introduced a resolution in regard to amending the law confiscating the property of alien enemies.--Adopted.
Mr. Hilton introduced a bill to repeal the law of last session concerning officers' rations.
The rules were suspended and the bill was taken up by the
House.
Pending its consideration, the
House, on motion of
Mr. Heiskell, of
Tenn., went into secret session.
