The proclamation seat.

--The bogus proclamation, for the publication of which the World and Journal of Commerce were suspended was gotten up by John Howard, Jr. the same reporter who accompanied the Prince of Wales to Richmond, and started the lie about his having been insulted here. He was then engaged on the New York Times; but at the time of the last loan was on the New York News. He was arrested, confessed he dead, and is in Fort Lafayette. He frankly acknowledged that his purpose was to buy gold. Tuesday and sell it Wednesday when it should have gone up under the effect of the proclamation.
