Reinstated.

--Watchman B. H. Franklin, who was suspended from duty by the Mayor a few days since on account of certain charges which were alleged against him, underwent an examination before His Honor at the lower station-house yesterday morning, and the evidence failing to convict him of any offence he was reinstated in his old position.--At the same time the charges pending against Fabius and Marcellus Hicks, also members of the night police, were taken up and witnesses examined; but, for reasons which were not made known, the Mayor reserved his decision till this morning, and in the meantime the parties remain suspended.
