Richmond, November 1, 1864.
a proclamation.

--The General Assembly of this Commonwealth having, on the 27th of February last, adopted a joint resolution requesting to be convened on the first Wednesday in December next; and a majority of that body Saving in writing, on the 10th day of March last, also asked that they shall be re-assembled at the time aforesaid, therefore.

I, William Smith, Governor of the Commonwealth, in deference to wishes thus express is do hereby announce by this, my proclamation, in the Senators and Delegates of the General Assembly this Commonwealth; that they are required to convene at the Capitol, in the city of Richmond, on the First Wednesday in December next, at 12 o'clock M., then and there to take into consideration the condition of public affairs and to enact such laws as they may deem necessary and proper.

Given under my hand as Governor, and under the seal of the Commonwealth, at Richmond, this first day of November, eighteen hundred and sixty-four, and in the eighty-ninth year of the Commonwealth.
