The appointment of General Breckinridge Secretary of War is another of the good signs of the times. He is a practical military man, at once a soldier and a statesman, in the prime of life and strength, and, we need not add, thoroughly devoted to the cause of the country. There can be no lack of efficiency in the War Department with such men as General Breckinridge Secretary, and Judge Campbell Assistant.
