--In New Orleans last week, a newspaper reporter, hailing from the land of Erin, rushed hastily to take out his naturalization papers as a citizen of the United States. Just as he had signed his name and pocketed his papers making him a citizen of the United States, the booming cannon and the ringing of bells announced to the people that Louisiana was out of the United States.
