Secession in Arkansas.

--The Arkansas Convention, after voting down an Ordinance of Secession, agreed, as a compromise measure, to submit to the people two propositions, one a Secession Ordinance, the other resolutions of a Union tendency. Upon these propositions the people are to vote in August next.--The news of the rejection of the Secession Ordinance was received at Fort Smith and Van Buren with great rejoicing. The Convention also appointed delegates to the Border State Convention.
