The Lincoln Secretary of War.

Secretary Stanton declares that when a nation continues to lose battles it ought to change its Generals. Ought it not also to change its Cabinet, especially its Secretary of War? We imagine the Lincoln nation is beginning to be of that opinion, for already we hear rumors of a probable change in Lincoln's Cabinet, and that Stanton himself may be succeeded by some man of more conservative character.
