General Assembly of Virginia.[Extra session.] Senate. Thursday, Jan. 17, 1861. The Senate was called to order at 12 o'clock, Mr. Isbell in the chair. Prayer by the Rev. Mr. Minnegerode, of St. Paul's Church. A communication was received from the House announcing the passage, by that body, of the Senate bill entlature of the State of New York, accompanied by his views thereon, was received. The message was read, as follows; Executive Department, Richmond, Jan. 17th, 1861. Gentlemen of the Senate and House of Delegates, I have received a communication from his Excellency Edwin D. Morgan. Commercial. Richmond Markets, Jan. 17, 1861. The markets are dull, and industry and commerce generally continue to be affected by the disturbed condition of the country. We have little change to make in quotations. Money is scarce; but there are no failures. People maintain their credit with unexampled success, in view of the general check to trade and the depression of enterprise. There is no daylight yet perceptible through the gloom.
