nnical control against their consent: Therefore, I., John Letcher, Governor of the Commonwealth aforesaid, by virtue of the authority vested in me by the Constitution and laws of the same do hereby require all the volunteer companies which may have been formed in the several counties and corporations of the Commonwealth, not already mustered into the service, to repair forth with, and without awaiting any further orders, to the places of rendezvous designated by my Proclamation of the 3d day of May, 1861, there to be mustered into the service of Virginia. And I do further invoke the good people of Virginia to organize themselves into volunteer companies, and arm themselves with such arms as may have been furnished to them, or they may be able to procure, and repair promptly to said places of rendezvous.
