From Washington. Washington, April 1. --The Tribune's Washington special correspondent says the President reserves to himself the ultimatum decision in regard to reinforcements for Fort Sumter, about which the Cabinet were unanimous, with one exception, two weeks ago. The different views which have recently been presented, are not without leaving a favorable impression as to the feasibility of introducing men and supplies. The correspondent adds: "Several leading Naval Officers express the belief that the batteries guarding the entrance into Charleston harbor might be run by steam, without incurring more than the ordinary risk; but all agree that the enterprise should be executed at night. This view is entertained by the agent sent to make a personal inspection for the satisfaction of the Administration."
Affairs at the South. Montgomery,April 1.--Active efforts are making to complete the Gap Railway hence to Pensacola, to facilitate the transportation of troops to the Gulf. It will be completed in a few days. Nothing important from Pensacola. Provisions are believed to be scarce at Fort Pickens. Confederate troops, provisions, and ammunition are flowing into the Confederate Army in great numbers and quantity. Two thousand troops are expected at Montgomery this week. The reports in circulation about reinforcements for Fort Pickens are pronounced, by reliable sources, unfounded.
Connecticut Elections. Hartford, Ct., April 1 --12 M.--The election in this State is progressing quietly. The indications now are that it will result in a Republican triumph. Marine Disaster. New York,April 1. --The schooner Sherwood, from Norfolk, for Portsmouth, lost her main-topmast, and split her mainsail, in collision with an unknown ship, on Sunday night.
