unteers from N. York city. One thousand barrels of powder, bound for New Orleans, was seized on Monday; also a lot of blank registrations of vessels for the Confederate States. All vessels bound to sea are strictly watched. Commodore Vanderbilt is said to have informed the Government that it can have a whole fleet of steamers, fully manned and equipped, without the charge of a penny. A regiment of riflemen is forming, composed of Italians, Swiss and Hungarians, to be called the Garibaldi Guards. The British residents are forming a regiment of light infantry. One company is complete, and a second is forming. It is reported that Wm. B. Astor has offered to give the Government $4,000,000, and to loan $10,000,000. General Wool, who has arrived in New York, has arranged to send troops by rail to Havre de Grace, thence to Washington via Annapolis. The Directors of the Broadway Bank have tendered the State a loan of a quarter of a million of dollars.
