House of Delegates. Saturday, March 8, 1862. The House was called to order at 11 o'clock. Prayer by Rev. Mr. Solomon. Senate joint resolution instructing Virginia representatives in Congress to obtain, if possible, a repeal or modification of the act of 5th March, voting $3,000 per annum to members of Congress, and in lien thereof to provide a reasonable allowance during the war to said members while attending to the duties of their respective Houses, and for a reduction in the number and compensation of the officers of the Confederate States Senate, was communicated to the House. Bills passed. Incorporating the Stuartsville Insurance Company, declaring the powers of Boards of Exemption, and imposing penalties for usurping powers not conferred by law. Light-House keepers. The bill providing compensation to certain persons for services as light-house keepers prior to the act of Secession, was recommitted. Passports requested. On motion of Mr. Co
