Doc. 31.-Governor McGill's proclamation. The following is the first response from Washington Territory to the President's proclamation for troops:-- Whereas, the President of the United States has issued his proclamation, stating that the laws of the United States have been and now are opposed in several States by com suppressed in the ordinary way, and therefore calling for the militia of the several States, now, therefore, deeming it expedient that the militia of the Territory of washington should be placed in readiness to meet any requisition from the President of the United States, or the Governor of this Territory, to aid in maintaining thsue to the officers elected. In witness whereof I have hereunto set my hand, and caused the seal of the Territory to be affixed, at Olympia, this tenth day of May, in the year one thousand eight hundred and sixty-one, and of the Independence the eighty-fifth.
