in session at Amsterdam.--An address was signed by one hundred and sixty members of the Congress to President Lincoln, congratulating him upon the success of the emancipation policy, and expressing a wish for the preservation of the Union. The text of the convention recently concluded by the French and Italian Governments has been published along with a subsequent protocol.
