notice.--Commandants of Companies who are in the field, under proper authority, and who have been unable to procure from this Department, Cartridge Boxes Bayonet Scabbards and Percussion Cap Pouches, are hereby authorized to obtain the same elsewhere.
They will duly certify to the necessity of the purchases and the fairness of prices, and forward the accounts to this Department. C. Dimmock, ja 5--2w Colonel of Ordnance.
