Passports
Department of State,
Richmond, 31st December, 1863.

The President having approved the following rule, by virtue of the authority voted in him by the 23d section of the act of the 18th of August, 1856, notice thereof is hereby given for the information of all concerned:

"No Passport will be issued from the Department of State during the pending war to any male citizen, unless the applicant produce and file in the Department a certificate from the proper military authorities that he is not liable to duty in the army."
