Tuesday, Feb. 12, 1861.

Called to order at 12 o'clock.

Prayer by the Rev. Mr. Saul.

A communication from the House of Delegates announcing the passage of sundry bills, was read.

A communication from Gov. Letcher was laid before the Senate, in regard to the mission of Hon. John Robertson, Commissioner from Virginia to the seceding States. Ordered to be printed.

Also, a message, transmitting a communication from Gov. Moore, of Louisiana, enclosing a copy of the Ordinance of Secession, passed by that State on the 26th January, accompanied by a copy of a joint resolution relative to the free navigation of the Mississippi river. Gov. Letcher also announced that he had received communications from the Executives of the States of Indiana and New York, enclosing resolutions adopted by you on the 19th day of January last. Ordered to be printed.

Bills Reported.--The following bills were reported: A bill for the relief of Thos. Nichols; a bill providing for the establishment of a branch bank at Alexandria; a bill refunding to Abner Anthony taxes erroneously paid by him into the treasury, and to authorize the reassessment of his lands in Bedford and Pittsylvania.

Petitions Presented.--By Mr. Nash, of Samuel Oppenheimer, of Powhatan, to have a certain sum of money refunded to him; by Mr. Coghill, of S. C. Allen, &c., for repeal of so much of act of 24th March, 1848, as authorizes the Common Council of Lynchburg to tax property of persons living within half a mile of Lynchburg, as applies to the county of Amherst.

Hour of Meeting Changed.--Mr. Douglass moved that the Senate hereafter meet at 10 o'clock A. M., instead of 12, in order to give persons who were members of both bodies an opportunity to perform their duties in each.

It was moved to amend by substituting 11 instead of 10 o'clock. Lost.

The resolution of Mr. Douglass was then adopted.

Resolutions of Inquiry.--The following resolutions of inquiry were adopted: By Mr. Newman, of incorporating the Laurel Coal and Oil Company, in the county of Wirt; by Mr. Dickinson, of Prince Edward, of providing by law some mode of taking care of deranged free negroes; by Mr. Critcher, of amending the act incorporating the Northern Neck Bank of Virginia; by Mr. Quisenbury, of reporting a bill to incorporate the Baltimore and Fredericksburg Steamboat Navigation Company.

Bills Passed.--An act to increase the capital stock of the Elk River Turnpike Company; House bill incorporating the Gilmer Oil and Manufacturing Company, in the county of Gilmer; an act amending certain acts concerning the town of Port Royal, in the county of Caroline; a bill to amend an act entitled "an act to incorporate the Richmond and York River Railroad--[the object of this bill is to legalize the purchase and running of steamboats in connection with the road;] a bill to protect the interests of the Commonwealth, and others, in railroad and steamboat companies in this State, in the two lines between Baltimore and Weldon; House bill to amend the act incorporating the Lewisburg Female institute; House bill entitled ‘"an act to amend an act passed March 27, 1858, incorporating the town of Frankfort, in Greenbrier county;"’ House bill authorizing the Clerks of Supreme Courts and the District Courts of Appeals to take orders of publication in vacation.

On motion, the Senate adjourned till 10 o'clock to-morrow.
