Outrages in Louisiana.

--A dispatch from Clinton, La., says that the Federal are committing great depredations near Baton Rouge and surrounding country. They go to the different plantations and inquire for cotton, and if the cotton is burnt, they ask who burnt it. If the owner answers that he burnt it, they march him off and destroy everything on the premises; drive off cattle, sheep, hogs, etc., and lay waste the premises. But if he answers that the Government had his cotton burnt, and the owner can show a certificate that the Government had the cotton burnt, they generally let the thing alone--Grenade Appeal.
