Special exchanges.

There is no justification for special exchanges. They are unjust in every way, and highly offensive to the army. We have before expressed our views on the subject. The Charleston Mercury very properly remakes as follows upon it:

‘ "While we rejoice at the release of any of our officers from 'durance vibe, ' we cannot admire and approve the policy of special exchanges, and of discrimination against our brave soldiers, who are sometimes prisoners through the fault or neglect of officers.

’ "Justice, and self-respect, and equity, require, we think that we should demand at least exchanges of officers for officers, according to date of capture, and not merely through personal influences which may be urged in special cases.

"It is not fair to hold out to officers inducements and encouragements for readily surrendering unless we club equal privileges of exchange for our soldiers."
