--At the meeting of the Union party of Portsmouth, Va., Tuesday night, it was decided not to have either an illumination or procession in celebration of their recent victory in carrying Virginia. This action was eminently proper under present circumstances, and must beget a spirit of moderation. A resolution was offered and adopted in commendation of Millson's course in the late Presidential contest, and another for a future meeting to express their views on the crisis.
