From Washington.

Washington, Jan. 14.
--Lieut. Hall, U. S. A., and Col. Hayne, of South Carolina, have arrived here. The object of their visit is to make arrangements for the avoidance of any conflict between the State and Federal troops. The Government is not at present to reinforce Fort Sumter.

A bill was introduced in the House to-day abolishing Charleston, Georgetown and Beaufort, in South Carolina, as ports of entry.

Dispatches from Arkansas say the State Senate has rejected the House Convention bill.
