Affairs at Louisville.

Louisville, Sept. 8.
--There has been a stampede among the Southerners here on business. It occurred this morning, and was occasioned by an unauthorized statement that business on the railroad was to be stopped. Up to three o'clock to-day nothing was received from the War Department. Authoritative assurances have been given that ample notice will be given of the stoppage of the trains. Parties are here who are writing to different places in the North for ladies and children to come to them here. These parties have made a great mistake in advising the ladies and children to obtain passes. No passes are wanted, and there is no real fear of venturing on the journey without them. Many remain at the North who would have been home long ago if they had not been frightened about passes. [The general I question will be asked, What business could induce Southern ladies and children to visit or remain in the free States any time within the last six months?]

The Commissioners from Kentucky stopped here a while on their way to Southern Kentucky. The object of their mission is unknown.

Intelligence has been received here that Green's men captured a Kansas regiment at Shelbina, Mo., who, although mustered out of service, volunteered to escort a train of cars to St. Joseph.

Many arrests are reported at various points.

The Missouri prisoners will be held for retaliation, in case Gen. Fremont carries his murderous proclamation into effect.

We have nothing later from Paducah, although private reports state that fighting is going on.

--The Commissioners referred to in a former dispatch are to visit both the Confederate and Federal forces now on the soil of Kentucky, and to see upon what authority and for what purpose those forces are in Kentucky.
