MondayMarch 4, 1861. Senate called to order at 11 o'clock, Lieut, Gov. Montague in the Chair. Prayer by the Rev. Mr. Moorman of the Methodist Church. Bills Reported.--By Mr. Logan, to amending and re-enacting the 10th section of an act passed January 5, 1803, entitled an act to establish a draw-bridge over the Eastern branch of Elizabeth River, within the county of Norfolk, and for other purposes; by Mr. Paxton, to incorporate the Virginia Canal Company and to transfer the rights and franchises of the Jamas River and Kanawha Company thereto; by Mr. Neal, to incorporate the Silver Run Mining and Manufacturing Company: by Mr. Rives, to amending the 3d section of chapter 7th of the Code; by Mr. Christian, for the relief of Thomas M. Hundley, Commissioner of the Revenue of the county of Matthews. Bill Rejected--Refunding to Abner Anthony, Sr., taxes erroneously paid into the treasury, and to authorize the re-assessment of his lands in the counties of Bedford and Pittsylvania. The President informed the Senate that he had appointed Messrs. Nash and Greever, on Saturday, as Senate Committee, to act with a committee on the part of the House of Delegates, to accompany the remains of Judge Hopkins, a distinguished member of the other House. The President directed that the names of the above members be recorded upon the Journal. Bills Passed.--House bill authorizing the sale of real estate belonging to Ebenezer Academy; House bill fixing the mode of settlement with the Sheriff of the county of Jefferson; House bill to re-enact the act passed 9th February, 1844, authorizing a loan from the Literary Fund to the trustees of the West Liberty Society; Senate bill incorporating the Southern institution for the amelioration of the condition of the deaf, dumb and blind negroes of the Commonwealth; Senate bill incorporating the Maryland and Virginia Coal Oil Company, in the county of Taylor. A communication was received from the House of Delegates, with accompanying resolutions of respect to the memory of Judge Hopkins. On motion of Mr. Dickinson, of Prince Edward, they were read. Mr. Johnson then offered the following: ‘ Resolved, That the Senate have heard with deep regret of the death of the Hon. Geo. W. Hopkins. a member of the House of Delegates from the county of Washington, just communicated from that body. ’ Resolved, As a mark of respect for his memory, the members and officers of the Senate will wear the usual badge of mourning for thirty days. Resolved, That as a further mark of respect for his memory, the Senate will now adjourn.
