--We have before us a specimen of Percussion Caps made by Messrs Fisher & Co. of Lynchburg, which Capt W N Smith, Laboratory Department of the Richmond Arsenal, after a thorough test, pronounces superior to the celebrated Ely cap of England. The Messrs Fisher are making these caps in quantities, and are therefore able to supply military commands, as well as individuals, with superior water-proof caps. See their advertisement.
