Promotions. --The following promotions have been made in the 1st Regiment Virginia Artillery, formerly commanded by Col. Geo. W. Randolph, now Secretary of War: Henry Coalter Cabell, Colonel; J. Thompson Brown, Lieutenant-Colonel. The office of Major is yet vacant. Prier to the war Col. Cabell commanded the Richmond Fayette Artillery.
