Arrest. --The only man arrested yesterday by the civil police was John Frayser, whose offence was getting drunk and refusing to leave the street railway car when requested by the conductor.
Arrival of Yankee prisoners. --One thousand Federal prisoners, including sixty-seven officers, captured in front of Petersburg within the past two or three days, were brought to this city and confined in Libby prison yesterday. Among the officers were the following: Col John Frayser, 140th Pa; Lt Col H R Stoughton, 2d U S S S; Maj Thos J Halsey, 11th New Jersey; Major Thos M Lynch, 145th Pa, and Maj M Dunn, 19th Mass. These prisoners, as they passed down Main street, presented a rougher appearance than any who have hitherto been received, and everything indicated that they were composed of the commonest material.
