He was Secretary of State of the Territory of California under the military governments of Generals Kearney, Mason, and Riley, from 1847 to the end of 1849. He was chief of the staff of Commodore Shubrick, in the naval and military operations on the Pacific coast in 1847 and 1848, and was a member of the convention in 1849 to form, and of the committee to draft, the Constitution of the State of California. Respited. --We learn that D. W. Rogers, the soldier who was to have been shot to-day at Camp Lee for desertion, has been respited for two weeks, instead of being pardoned, as heretofore stated. It appears that this man, during his connection with the public service, has gone under several different names--one of them being that under which he stands condemned; another Roach, and another Riley. Several gentlemen who saw Rogers recognized in him John Roach, one of the crew of the Virginia, who fought gallantly in her, and was wounded. They thereupon interested themselves in getting Roach a pardon. As Rogers could not personate Roach on the occasion he was detained under the original sentence. No doubt his respite is intended to afford, time to ascertain how much credit he deserves as Jno. Roach.

It appeared by the testimony that a misunderstanding had occurred between Mike Ryan and Mrs. Riley, in which she had used some harder arguments than more words. While this was progressing Leonard and Seymour entered, and her superior power of talking soon made it apparent that it was their bounden duty to help demolish Ryan, which they immediately proceeded to undertake, and with so much success that he was compelled to appeal to the police to arbitrate the master. The Mayor required the assailants to give security each in $300 to be of good behavior. The case of Riley vs. Bryan was dismissed. Thomas Bradford and James Carter were brought up for breaking a number of barbers' poles on Main street, Wednesday night, and otherwise conducting themselves in a way violative of good order and decency.
