Hitherto, under circumstances of the gravest provocation and wrong, the course of our authorities has been distinguished by leniency and humanity. Wright and Rodgers, the two Federal officers who were arrested after attempting to produce an explosion at the Navy-Yard, which might have destroyed the lives of everybody in Gosport, were discharged without even their parole. Harney, captured at Harper's Ferry, was also humanely set at liberty, and showed his appreciation of the act by seeking to crush the liberties of Missouri beneath a bloody military despotism. Other prisoners have been released upon parole, and no departure from the rules of civilized warfare has occurred in a single instance in the treatment of prisoners or in any other part of the conduct of this war. On the contrary, the enemy themselves admit that their prisoners have been kindly treated, and t
