Matters on the Border. The quiet along the lines of our army on the Rappahannock continues undisturbed. From the Valley country we have reports which represent the operations of the enemy in that section now held by them as more outrageous than ever.--They are stripping the country of everything in the bay of horses, stock and provision. They are also putting in execution the emancipation proclamation of Lincoln. The able bodied negro men they impress into service as teamsters and the woman and children are assured that they are free and at liberty to act for themselves. Under this assurance many have left their comfortable homes to test the hospitality of the North.
City Council --A called meeting of this body was held at 4 o'clock. Wednesday evening last. Present: D J Saunders, (President,) and a quorum The object of the meeting was announced to be take some action in relation to getting certain city employees exampled from the operation of the conscript act. On motion of Mr. Scott, it was Resolved, That a committee be appointed to memorialize Congress to exempt such city officers as the City Council may certify to the Secretary of War are indispensable to carry on the city government in its various branches. A resolution was passed appropriating $1,000 for the benefit of the Female Orphan Asylum, payable to the Treasurer, one half cash, balance in six months. The following ordinance relative to dead animals and other filthy and offensive matter, was read the requisite number of times and passed: Sec. 1.--That no dead animals and other filthy matter removed from the city, shall hereafter be deposited at any p

A Yankee transport lost. Wilmington, N. C., Jan. 15 --A Federal steamer, supported to be a transport, went a off Wrightsville Sound, nice miles hence, at 6 o'clock yesterday evening, and is a total loss. The men are reported on the beach this morning. Heavy weather at sea, wind South and stormy. [second Dispatch.] The steamer ashore proves to be a blockader.--The crew are on board this evening and another blockader is lying near. She stands a chance of proving a total wreck.
