I immediately presented the matter to the new Secretary of War (Joseph Holt), and procured from him two orders,--one, an order to the Chief of Ordnance to issue no arms to any militia or voluntetle thought that a full report of their remarks would be read the next morning by Old Stone to the General-in-Chief. Hunt was assigned to command at Harper's Ferry, and Lieutenant Roger Jones was ordered to report to him with a small force from Carlisle Barracks, Pennsylvania. Major Hunt, in response to his request for instructions, accompanied by a statement of the weakness of his position, was directed by the Secretary of War (Holt) to avoid all needless irritation of the public mind. April 2d Major Hunt was ordered to other service, and the command devolved upon Lieutenant Jones (now Colonel and Inspector-General, U. S. destroying the United States gun-boat Underwriter, burning a bridge or two, and capturing some prisoners, withdrew to Kinston. Among the prisoners captured were several natives of North Carolina, who had enlisted in our service. A court-martial was convened, composed of Virginians, and twenty-two of these loyal North Carolinians were convicted of and executed for (constructive) desertion. June 1st, 1865, Pickett applied to President Johnson for a pardon. Secretary Stanton and Judge Advocate-General Holt were for trying him, and his application hung fire. March 12th, 1866, he wrote to Lieutenant-General Grant, stating his grievances and again setting forth his claim for a pardon. Upon the back of that letter General Grant made this singular indorsement: During the rebellion belligerent rights were acknowledged to the enemies of our country, and it is clear to me that the parole given by the armies laying down their arms protects them against punishments for acts lawful for any o

About the beginning of the year serious apprehension had been felt lest a sudden uprising of the secessionists in Virginia and Maryland might endeavor to gain possession of the national capital. An investigation by a committee of Congress found no active military preparation to exist for such a purpose, but considerable traces of disaffection and local conspiracy in Baltimore; and, to guard against such an outbreak, President Buchanan had permitted his Secretary of War, Mr. Holt, to call General Scott to Washington and charge him with the safety of the city, not only at that moment, but also during the counting of the presidential returns in February, and the coming inauguration of Mr. Lincoln. For this purpose General Scott had concentrated at Washington a few companies from the regular army, and also, in addition, had organized and armed about nine hundred men of the militia of the District of Columbia. The number of men thus enlisted in the work of inducing desertion among Union soldiers, fomenting resistance to the draft, furnishing the Confederates with arms, and conspiring to establish a Northwestern Confederacy in full accord with the South, which formed the ultimate dream of their leaders, is hard to determine. Vallandigham, the real head of the movement, claimed five hundred thousand, and Judge Holt, in an official report, adopted that as being somewhere near the truth, though others counted them at a full million, The government, cognizant of their existence, and able to produce abundant evidence against the ring-leaders whenever it chose to do so, wisely paid little heed to these dark-lantern proceedings, though, as was perhaps natural, military officers commanding the departments in which they were most numerous were inclined to look upon them more seriously; and Governor Morton of

Mr. Bates, the attorney-general, growing weary of the labors of his official position, resigned toward the end of November. C. troops, and persons residing in the vicinity of Forts Caswell and Johnson, took possession of those defences this day. A correspondence on this subject took place immediately between Governor Ellis and Secretary Holt. The forts were surrendered and the State troops removed.--Doc. 17. Secretary Thompson resigned his place in the Cabinet, upon learning that the Star of the West had sailed from New York with troops. From Charleston it is announced that the messages to Fort Sumter cannot be delivered, as there is no communication between the fort and the city.
