e all the rights, powers, duties, and privileges of the President and Directors were conferred upon the Governor, Lieutenant Governor, Treasurer, Auditor and Second Auditor of the Commonwealth, ex-officio, whose transactions were to be still in the name of the "James River Company." This organization continued until the year 1835. The President under the compact, was John Coalter, from the 29th February, 1820, to the 17th March, 1823. The Governors who were Presidents ex-officio, were James Pleasants, John Tyler, William B. Giles, John Floyd, Littleton Waller Tazewell. The James River and Kanawha Company was incorporated March 16th, 1832, and organized May 25th, 1835. By the charter the whole interest of the Commonwealth in the works and property of the then existing James River Company was transferred to the James River and Kanawha Company; the State being interested in the latter to the extent of three-fifths of its capital stock, and individuals and corporations to the exte

Hampden Artillery. --The members of this company were mustered into service last Saturday, and are now stationed at the Baptist College. The post is now in charge of Major Pegram, who is commandant. The Hampden Artillery is officered as follows:Lawrence S. Marye, Captain; Dr. David S. Watson, 1st Lieut; Jas. Pleasants and A. P. Courtney, 2d Lieuts. The company numbers seventy-four men, are uniformed in grey cloth, and are armed with four brass six-pounders. Good service may be expected of them.

Cabell, Tyler, Barbour, Nicholas, Preston, Pleasants, Giles, Floyd, Gilmer, McDowell and Wise, were named after Virginia Governors subsequent to Independence. Some of these citizens afterwards occupied still more distinguished positions. n named Oliver Crossmore, who seemed to be master of ceremonies. One negro clambered up the chimney, and would, perhaps, have been suffocated had he not been discovered.--Various evidences of the lottery business were observed, and some taken possession of. The entire party were taken to the second station-house. Crossmore, who is charged with selling tickets and chances in a lottery, and associating with slaves in an unlawful assembly, was afterwards admitted to bail in $500, for his appearance before the Mayor this morning. The negroes arrested are: Reuben Pleasant, free; Henry, Tom and Edgar, slaves of Jas. A. Scott; Henry, slave of Geo. Timberlake; George, slave of John Freeland; Henly, slave of T. B. Grundy; Preston, slave of Jas. Pleasants; Clem, slave of Wm. H. Haxall; Phabious, slave of Edward Rawlings; Lewis, slave of L. Brander; Caleb, free; and William, slave of John Priddy. Part of these colored speculators were punished and discharged; the others were held for Court.
